Dr. Siddha S. C. Chakra Rao (MBBS, DA, FICA, FIMAAMS) is a renowned anaesthesiologist, public health leader, and global resuscitation expert from Kakinada, Andhra Pradesh. He serves as the Managing Director of Care Emergency Hospital and Chairman of the Indian Resuscitation Council Federation (IRCF), an organization he founded to make Every Citizen a Lifesaver.
With over four decades of service, Dr. Rao has held prominent roles including Additional Director of Medical & Health Services, Andhra Pradesh, President (2014) and Secretary (2009–11) of the Indian Society of Anaesthesiologists, and Member of the Constitutional Committee of WFSA (2016–2024).
As the founder of the Indian Resuscitation Council Federation, he pioneered India’s first CPR guidelines (COLS, BCLS, CCLS) and led record-breaking national training drives — including 250,000 people trained in a single day on World Restart a Heart Day 2018 and 500,000 in 2019, creating awareness among over 50 million citizens.
Honored with the Prof. A. P. Singhal Lifetime Achievement Award (2021), IMA Dr. A. K. N. Sinha National Award (2021), and IMA Distinguished Services Award (2022), Dr. Rao continues to advance India’s CPR mission through global collaborations with ILCOR and WFSA.
He firmly believes that saving lives should not be limited to doctors alone, and continues to empower students, teachers, and citizens across India with the knowledge and confidence to revive life and restore hope.
